In an effort to make America safer, the government has waged a 40-odd year war on drugs, enforcing a nearly zero-tolerance policy. As a direct result, all drug trading must be done illegally and this has given rise to powerful criminal organizations, effectively creating drug lords and putting money in their pockets. The streets are actually less safe than before.
