Is it ironic that...

Boyfriend and I are having an argument about this.... Watching the show Cops and a cop says to a drug addict, "you're a user, but you have all of this Just say no to drugs paraphernalia". Then, he says, that's ironic. I say it isn't irony and he's just a hypocrite and fraud. Boyfriend says it's irony.
