Is it ironic that...

In Hamlet, is it ironic when Polonius suggests Claudius should, "to England send [Hamlet]; or confine him where your wisdom best shall think."(3.1.182-183), when Hamlet already feels that "Denmark's a prison"(2.2.233)?
