Is it ironic that...

Is it ironic if a manager tells an employer it is difficult to get information from him? Also the employee doesn't realise the impact this is having on the company and if he doesn't improve he will lose his job. Then when the employee asks for examples and the impact on the company the manager is vague and evasive and cannot give examples or the impact on the company.
